§ 10-52. Service of complaints, orders and assessments; posting and filing copies.

Complaints or orders issued by the city pursuant to this division shall be served
upon persons either personally or by registered mail to the address in the Horry County
public records, but if the return is not made and the whereabouts of such persons
is unknown and cannot be ascertained by the public officer in the exercise of reasonable
diligence, the public officer shall make an affidavit to that effect and then serve
the complaint or order by publishing it once each week for two consecutive weeks in
a newspaper printed and published in the municipality or, in the absence of such newspaper,
in one printed and published in the county and circulating in the municipality in
which the dwellings are located, and by posting a copy of such complaint or order
in a conspicuous place on the premises affected by the complaint or order. A copy
of such complaint, order or assessment shall also be filed with the Clerk of Horry
County and such filing of the complaint or order shall have the same force and effect
as other lis pendens or lien notices provided by law.
