§ 12-149. General towing and booting procedure for parking enforcement authority.
(a)
Either towing or booting is authorized for violations as set forth in Article III.
(b)
Only one boot may be placed on a vehicle.
(c)
Vehicles that have remained booted and unclaimed for 24 hours shall be subject to towing.
(d)
When a vehicle is booted, the boot operator must affix a notice to the vehicle advising:
(1)
That the vehicle has been booted and damage may occur if the vehicle is moved;
(2)
The date and time the boot was installed;
(3)
The name, address, telephone number and hours of operation enforcement authority;
(4)
A telephone number for removal of the boot;
(5)
A warning that after 24 hours, towing will occur; and
(6)
Any fees, fines or assessments due and owing
(e)
When the parking enforcement authority tows a vehicle, it shall completely fill out a tow sheet, and transmit same to the Police, and a copy to be provided to the towing operator on the date of towing.
(f)
Within ten days of towing, the towing or storage operator shall submit a list to the chief of police identifying the vehicles in their possession. Within ten days of the receipt of the identifying list, the chief of police shall provide at no cost the current owner's and lien holders' names and addresses along with the make, model and VIN. The towing or storage operator shall notify the owner and lien holders by registered or certified mail that the vehicle is in their possession. The towing or storage operator is responsible for notices to owners and lien holders regardless of the circumstances of how they came into possession of a vehicle.
