The purpose of this policy is to provide minimum standards to guide city council in
determining when it is necessary for the improvement or convenience of the city to
close, abandon, or relocate alleys within the area east of Kings Highway and between
11th Avenue North and 29th Avenue North (the alleyway district). It is intended that
these standards will be of assistance to property owners and developers in planning
redevelopment projects within the alleyway district and in preparing requests for
council action. In each case of the closure, abandonment, or relocation of an alley,
the applicant shall submit a plan for redevelopment. Legislative action by city council
will be required and, although city council will be required by the terms of this
article to consider the established standards, it retains the right to approve or
disapprove such action as it believes to be in the best interest of the city based
on such other or further considerations as it determines to be relevant at the time.
