§ 17-4. Maintenance of property.

All owners or occupants, jointly or separately, of property shall maintain their property in a clean and litter-free manner, including adjacent sidewalks, grass strips, one-half of alleys, curbs, gutters and rights-of-way to the edge of the surface of the vehicular travelway of any public street.
