§ 18-46. Municipal liability.

Nothing in this chapter and no action or failure to act under this chapter shall or may be construed to:
(1)

Impose any liability on the city or its departments, agencies, officers or employees for the recovery of damages; or

(2)

Relieve any person responsible for land disturbing activity of duties, obligations, responsibilities or liabilities arising from or incident to operations associated with such activity.
