§ 20-78. Severability and repeal of inconsistent provisions.

The provisions of this article are hereby declared to be severable, and if any provision or section of this article is declared to be unconstitutional or unenforceable by a court of competent jurisdiction, such declaration shall not affect the constitutionality, legality or enforceability of any other section or provision of this article. Any provision of law inconsistent with the time of vesting of development rights as set forth herein is hereby repealed to the only the degree of inconsistency.
