§ 10-74. Specific rules of conduct applicable in public places.

  • While on or about public property:

    (1)

    No person shall enter or remain on any public place for purposes other than to conduct legitimate business with the city or to use that property lawfully under the laws and rules that apply specifically thereto, as approved by the city manager or designee.

    (2)

    No person shall enter or attempt to enter any secure portion of any public place that is not open to members of the general public without authorization from the city manager or a designee.

    (3)

    No person shall engage in conduct that disrupts or interferes with operations of the city government in official offices and meetings, including, but not limited to, conduct that creates unreasonable noise, loud or boisterous physical behavior, obscene or abusive disclaiming, threatening assaults, disorderly conduct or breaches of the peace.

    (4)

    No person shall use a public place to engage in prohibited conduct which has the potential or result to place oneself, members of the public or a first responder in jeopardy of bodily harm, by disobey[ing] lawful commands as to use.

    (5)

    Unless specifically authorized in a particular facility, no person shall use a public place for the purpose of temporary housing or indoor or outdoor camping, including, but not limited to, placing objects such as tents, conveyances of any kind, suitcases, backpacks, or other items in a manner that interferes with free passage and intended public use.
