[The following words and phrases, when used in this article, shall have the meanings
respectively ascribed to them in this section, except in those instances where the
context clearly indicates a different meaning:]
Cruising
means driving a motor vehicle, or causing or allowing a motor vehicle to be driven,
past a traffic control point between 3rd Avenue South and 21st Avenue North on Ocean
Boulevard two or more times in any two-hour period between the hours of 2:00 a.m.
and 6:00 a.m. during the period from May 1 though Labor Day of each year.
Traffic control point
means a reference point on Ocean Boulevard between 3rd Avenue South and 21st Avenue
North which may be established from time to time by the police department.
