§ 16-1. Composition; appointment.

The police department of the city shall consist of one chief, appointed by the city manager, and the number of police officers as may from time to time be deemed necessary for the safety and good order of the city. The members of the police department shall be appointed by the chief of police with the approval of the city manager.
