§ 16-3. Powers and duties generally of police.

All members of the police department of the city shall at all times be subject to the rules and regulations as may from time to time be prescribed by the chief of police and the city manager. Each police officer of the department shall be sworn in and thereupon be invested with all the powers and be subject to all of the duties of constable within the corporate limits of the city or its police jurisdiction.
