All loading and unloading areas shall, at the direction of the city, be provided with
refuse receptacles or containers for loose papers, debris, packaging materials, and
other business trash. The number and type of such containers necessary for each area
shall be as required to maintain a clean, neat, and litter-free premises, and as directed
by the superintendent of sanitation.
