§ 19-204. Roads and streets subject to congestion traffic counter measures.
(a)
(1)
The main arterial and collector roads of Myrtle Beach that run parallel to the Atlantic Ocean are, in order of importance and as identified as historical areas of congestion are Ocean Boulevard, Kings Highway, 17 Bypass, Oak Street and Grissom Parkway.
(2)
The arterial, collector, commercial and commercial with segments of major residential roads of Myrtle Beach running toward or intersecting with U. S. Highway 17 (17 Bypass) running toward the Atlantic Ocean are:
Farrow Parkway
29th Avenue South
Harrelson Boulevard
Pine Island Road
17th Avenue South
5th Avenue South
3rd Avenue South
9th Avenue North—Main Street—U. S. Highway 501
Mr. Joe White Avenue
21st Avenue North
29th Avenue North
38th Avenue North
48th Avenue North
62nd Avenue North
67th Avenue North
76th Avenue North
79th Avenue North
82nd Avenue North
Grand Dunes Boulevard
(b)
Certain portions of Ocean Boulevard are declared to [be] sensitive to traffic congestion, and are identified into discrete segments. Congestion traffic conditions shall be deemed to exist on:
31st Avenue North to 21st Avenue North
21st Avenue North to 16th Avenue North
16th Avenue North to Mr. Joe White
Mr. Joe White to 3rd Avenue South
3rd Avenue South to 17th Avenue South
17th Avenue South to 29th Avenue South
29th Avenue South to the intersection of Kings Highway
when oversaturation occurs in a single segment and is recognized or observed by significant or excessive queuing at any time for nonrecurring/incident congestion, or between the hours of 3:00 p.m. and 3:00 a.m. recurring congestion.
(c)
Certain portions of Kings Highway are declared to [be] sensitive to traffic congestion, and are herein identified as discrete segments. Congestion traffic conditions shall be deemed to exist on:
29th Avenue North to 16th Avenue North
3rd Avenue South to 16th Avenue North
3rd Avenue South to 17th Avenue South
17th Avenue South to 29th Avenue South
29th Avenue South to the intersection of Farrow Parkway and Ocean Boulevard
Intersection of Ocean Boulevard, Farrow Parkway and Kings south to city limits
when oversaturation occurs in a single segment and is recognized or observed by significant or excessive queuing when at any time of the day or night for nonrecurring/incident congestion and between the hours of 9:00 a.m. through 1:00 p.m.; 4:00 p.m. through 8:00 p.m. and 12:00 a.m. through 4:00 a.m. for recurring congestion.
(d)
Certain portions of U. S. Highway 501, 3rd Avenue South and 9th Avenue North are declared to [be] sensitive to traffic congestion, and are herein identified as discrete segments. Congestion traffic conditions shall be deemed to exist on:
3rd Avenue South from 501 to Broadway/Highway 15
3rd Avenue South from Broadway/ Highway 15 to Kings Highway
3rd Avenue South from Kings Highway to the Atlantic Ocean
501 from the Intercoastal Waterway Bridge to Grissom Parkway
501 from Grissom Parkway to the intersection of 3rd Avenue South
501 from the intersection of 3rd Avenue South to Broadway
Main Street from Broadway to Kings Highway
9th Avenue North from Broadway to the Atlantic Ocean
when oversaturation occurs in a single segment and is recognized or observed by significant or excessive queuing at any time for nonrecurring/incident congestion and between the hours of 12:00 noon. through 11:00 p.m. for inbound traffic and 9:00 a.m. through 2:00 p.m. for outbound traffic for recurring congestion.
(d)
For all other roadways not specified in subsection (a), (b) or (c) above, when vehicle queuing occurs.
