§ 12-96. Handicapped parking.

  • (a)

    Designation and use of handicapped parking zones. The manager or designee is authorized to designate the number and location of handicapped parking zones within the city, and the time limit for parking in such zones, and shall provide for appropriate signs and markings indicating the time limit. Those persons who have obtained vehicle license tags from the state department of highways and public transportation with a special number or identification indicating they have been issued to handicapped persons shall be entitled to park their vehicles in spaces designated for handicapped parking in accordance with appropriate signs and markings.

    (b)

    Accessible parking violations.

    (1)

    Prohibited parking. It is unlawful to park any vehicle in an accessible parking space, and any adjacent lined disembarkation area that is set aside for persons with disabilities unless the vehicle bears the distinguishing license plate or placard, provided by the state or other appropriate out-of-state authority, for persons with disabilities. This provision shall apply to all designated accessible parking spaces, and any adjacent lined disembarkation area on public and private property, including streets, parking facilities in the city, shopping centers, and business and commercial establishments which provide parking spaces designated as accessible parking spaces.

    (2)

    Adoption of state law. The provisions of state law, including but not limited to S.C. Code 1976, § 56-3-10 et seq. are incorporated as part of this section by reference.

    (c)

    Penalty. Any person violating the provisions of this section, upon conviction, shall be fined not more than $200.00 or imprisoned for not more than 30 days.
